绿色勘查要求下水平定向钻探预算标准的研制思考

Thoughts on the development of budget standards for horizontal directional drilling under green exploration requirements

摘要:

水平定向钻探是实现绿色勘查的核心技术，但其预算标准体系建设严重滞后，制约了技术的高质量发展与行业绿色转型。本文采用文献梳理、对比分析与体系构建方法，系统剖析水平定向钻探的内涵、特点与费用结构，指出当前预算标准存在深度覆盖不足、未融入绿色勘查理念、未区分财政与非财政项目成本等突出问题，并从全面收集梳理关键资料、多维度适配技术更迭进程、系统性纳入绿色勘查内容、分类制定财政支出和非财政支出项目预算标准等方面提出了研制建议。研究成果为完善水平定向钻探预算标准体系、推动绿色勘查实施及服务新一轮找矿突破战略行动提供理论支撑与参考。

Abstract:

Horizontal directional drilling is a core technology for achieving green exploration， yet the development of its budget standard system lags significantly， restricting the high-quality development of the technology and the green transformation of the industry. Through literature review， comparative analysis， and system construction methods， this paper systematically analyzes the connotation， characteristics， and cost structure of horizontal directional drilling. It identifies prominent issues in current budget standards， such as insufficient depth coverage， failure to integrate the green exploration concept， and failure to distinguish the cost composition between fiscal and non-fiscal expenditure projects. Furthermore， it proposes formulation suggestions， including comprehensively collecting and sorting key data， multi-dimensionally adapting to technological iteration processes， systematically incorporating green exploration requirements， and categorically formulating budget standards for fiscal and non-fiscal expenditure projects. The research findings provide theoretical support and reference for improving the budget standard system for horizontal directional drilling， promoting the implementation of green exploration， and serving the new round of strategic action for prospecting breakthroughs.
